was just wondering....
why is there a big GPS "ball" on trucks,
vs our little Nuvi on the windshield ?

What's different that they require a big "ball"
vs even the small external "deck of cards" GPS devices.

Maybe you could provide a link to a picture and article showing what you
are talking about.

Otherwise your question makes no sense to me (and thus maybe to others
as well).

I think it is part of a two way communication system, not just GPS

I think it is part of a two way communication system, not just GPS
tracking system so that the boss knows where his trucks are?

Correct. It's called telematics, http://en.wikipedia.org/wiki/Telematics,
and it allows a company to better manage their fleet of (usually) trucks,
but it can be taxi cabs or any other fleet of vehicles. When you know where
every one of your vehicles is, in real time, it becomes much easier to see
who is on schedule, who is behind schedule, who is off of their designated
route, who is in the best position to receive a last minute tasking, and so
on. Prior to the implementation of telematics, a clumsy system of pagers,
cell phones, and requirements to call the dispatcher at specific intervals
was in place, so this is a huge advancement.

The nuvi uses a 17mm diameter (metric) ball to fit into their socket. The
Ball mount concept is used for many specialty mounts. See the link to the
Ram Mount website:
http://www.rammount.com/Products/Components/tabid/798/Default.aspx
They have ball available up to 3.38" diameter for mounting heavy stuff like
computers.
